DWR is responsible for promoting California 's general welfare by ensuring beneficial water use and development statewide.

To guide development and management of the State's water resources, DWR is responsible for preparing the California Water Plan Update ( Water Code section 10000 et seq.)s.
The Plan is updated every 5 years to address challenges currently facing California, such as satisfying the needs of the State's growing population (projected to reach about 53 million by 2030), quantifying water demands and supplies based on sound information, and identifying management strategies to diversify the regional portfolio assets.
DWR is authorized to conduct other planning functions, including those related to urban and agricultural water use, fish and wildlife, recreation, groundwater, agricultural drainage, and water quality. It also investigates and identifies water management strategies, such as conservation, water recycling, water transfers, conjunctive management, and structural measures.
DWR represents the State on interstate water policy issues concerning the Klamath, Truckee, Carson, and Walker Rivers; it also helps develop interstate water policy on the Colorado River and is designated as the State administrator of interstate water-related compacts.

The Los Angeles Regional Water Quality Control Board (LARWQCB) protects ground and surface water quality in the Los Angeles Region, including the coastal watersheds of Los Angeles and Ventura Counties, along with very small portions of Kern and Santa Barbara Counties.

To carry out this mission, the Regional Board conducts the following broad range of activities to protect ground and surface waters under its jurisdiction: Address region-wide and specific water quality concerns through updates of the Water Quality Control Plan (Basin Plan) for the Los Angeles Region;
- Prepares, monitors compliance with, and enforces Waste Discharge Requirements, including NPDES (National Pollution Discharge Elimination System) Permits;
- Implements and enforces local storm water control efforts;
- Regulates the cleanup of contaminated sites, which have already polluted or have the potential to pollute ground or surface water;
Enforces water quality laws, regulations, and waste discharge requirements;
- Coordinate with other public agencies and groups that are concerned with water quality; and;
- Informs and involves the public on water quality issues.

The Bureau of Reclamation's Southern California Area Office administers programs to develop and enhance water management throughout southern California.These activities include water reclamation and reuse projects (Title XVI), desalination research, water conservation, drought assistance, technical assistance to Native American Tribes, and planning. Programs addressing conjunctive use of ground and surface water resources, storm water runoff augmentation, watershed modeling addressing both water quantity and quality, and the development of new water resources are implemented in cooperation with state and local water agencies.
