BOARD OF DIRECTORS
Directors of the San Gabriel Valley Municipal Water District are elected during state general elections and serve four-year terms. Candidates report their campaign income and expenses to the state Fair Political Practices Commission that monitors the elections. The finances of the district are subject to regular independent audit and are freely monitored by the media and other elected officials.
The Board is entrusted with providing overall policy and financial oversight and guidance to the Water District’s operations. The Board meets regularly, normally on the second Monday of each month at 8 a.m. at the District’s headquarters. The public is welcome to attend meetings and may confirm meeting dates, times and agenda by visiting the CALENDAR section of this web site.

Division I:
Mark R. Paulson
PERSONAL: Mark was born, raised and lives in Alhambra. He graduated from Fremont Elementary School, Alhambra High School and Rio Hondo Junior College. He's been married to Susan for 28 years, and she is a teacher at Granada Elementary School. They have two sons, Christopher, who is a graduate of Alhambra High School and Boston University, and is now attending Pepperdine University; and Timothy, a senior at Alhambra High School.
PROFESSIONAL: Mark is a senior Sales Associate with Anthony Venti Realtors.

Division II:
John S. Leung
John S. Leung is the Board Member of Division II, the northern section of the City of Monterey Park and the southern section of the City of Alhambra. Mr. Leung was first elected to the Board in 1992, and re-elected in 1996, 2000, and 2004. John ran unopposed in 2008 and will serve until November 2012. He served as Vice President of the Board from 1999 to 2003 and currently serves as Secretary of the Board.
Mr. Leung has represented SGVMWD on the San Gabriel Valley Protective Association and the San Gabriel Basin Water Quality Authority Board of Directors. Outside of the Board, Mr. Leung has served on the Executive Advisory Council of the College of Business Administration of California State Polytechnic University, Pomona; member of the President's Circle of Rio Hondo Community College; member of the Board of Directors and the Executive Board of the San Gabriel Valley Economic Partnership; and Chairman of the Board for the El Monte/South El Monte Chamber of Commerce.
Mr. Leung has lived in Alhambra for seventeen years. He holds an MBA in management and a BS degree in Civil Engineering. He has worked as an engineer for the City of Los Angeles Building Department and for CalTrans. He is currently CEO of The Titan Group Inc., a real estate development company. Mr. Leung also holds a California Professional Civil Engineer's Certificate, a California Real Estate Broker's License, and a General Contractor's License. He is also a member of the American Water Works Association. |

Division III:
Joseph C. Reichenberger PE BCEE
Joseph C. Reichenberger represents Division III, the City of Monterey Park. He was first appointed to the Board in 1989, and was re-elected in 1990, 1992, 1996, 2000, 2004 and 2008. His current term expires November 2012. He serves as President of the Board.
Mr. Reichenberger served on the San Gabriel Basin Water Quality Authority (WQA) Board of Directors from February 1993 to January 1996. During that time, he served as board member and secretary on WQA's Engineering Committee for three years and on the WQA/Watermaster Liaison committee for one year. Mr. Reichenberger also served as Commissioner and Chairman of the Main San Gabriel Basin Water Quality Authority, a joint powers agency, the predecessor of WQA, from 1991 until its dissolution in 1993.
Mr. Reichenberger has an MS degree in Civil Engineering from the University of Southern California, and a BS degree in Civil Engineering from Marquette University. He has held lecturer and instructor appointments in Hydraulic Engineering and Design at the University of Southern California and California State University, Los Angeles. Mr. Reichenberger is currently Professor of Civil Engineering and Environmental Science at Loyola Marymount University.
Mr. Reichenberger has served as project engineer and project manager in directing the planning, design, and construction of a number of major water, wastewater, and recycled water projects in the Southwest and Hawaii. He started his professional civil engineering career with the Los Angeles County Flood Control District. Since then, he has worked with Daniel Mann, Johnson and Mendenhall, Parsons Engineering Science and finally Parsons before taking a full time teaching position at Loyola Marymount in 1993. Mr. Reichenberger is a Grade V Water Treatment Plant Operator in California and a registered Professional Engineer in California, Nevada, Arizona, Hawaii, and New Mexico. His professional civil engineering affiliations include American Society of Civil Engineers (Fellow and Life Member), American Water Works Association (Life Member), Water Environment Federation, and Association of Environmental Engineering and Science Professors. He is a Diplomate of the American Academy of Environmental Engineers and is a Board Certified Environmental Engineer. |

Division IV:
Thomas Love
Thomas A. Love represents Division IV, the City of Sierra Madre. He was appointed in February 2002 and elected in November 2002 and 2006.
Mr. Love represents the District on the Main San Gabriel Basin Watermaster.

Division V:
Carol Montano
Carol A. Montano represents Division V, the City of Azusa. She was first elected to the Board in 1990, and re-elected in 1994, 1998, 2002 and 2006. Her current term expires in January 2011. She is the current Vice President of the Board and represents the District on the San Gabriel Basin Water Quality Authority.
Ms. Montano has served on the San Gabriel Basin Water Quality Authority Board and the Main San Gabriel Basin Watermaster, as well as the regional joint powers agency, the Main San Gabriel Basin Water Quality Authority.
Ms. Montano is a life long resident of Azusa and has been very active in civic affairs.
