BOARD OF DIRECTORS
Directors of the San Gabriel Valley Municipal Water District are elected during state general elections and serve four-year terms. Candidates report their campaign income and expenses to the state Fair Political Practices Commission that monitors the elections. The finances of the district are subject to regular independent audit and are freely monitored by the media and other elected officials.
The Board is entrusted with providing overall policy and financial oversight and guidance to the Water District’s operations. The Board meets regularly, normally on the second Monday of each month at 8 a.m. at the District’s headquarters. The public is welcome to attend meetings and may confirm meeting dates, times and agenda by visiting the CALENDAR section of this web site.

Division I:
Mark R. Paulson
PERSONAL: Mark was born, raised and lives in Alhambra. He graduated from Fremont Elementary School, Alhambra High School and Rio Hondo Junior College. He's been married to Susan for 28 years, and she is a teacher at Granada Elementary School. They have two sons, Christopher, who is a graduate of Alhambra High School and Boston University, and is now attending Pepperdine University; and Timothy, a senior at Alhambra High School.
PROFESSIONAL: Mark is a senior Sales Associate with Anthony Venti Realtors.

Division II:
John S. Leung
John S. Leung is the Board Member of Division II, the northern section of the City of Monterey Park and the southern section of the City of Alhambra. Mr. Leung was first elected to the Board in 1992, and re-elected in 1996, 2000, and 2004. John ran unopposed in 2008 and will serve until November 2012. He served as Vice President of the Board from 1999 to 2003 and currently serves as Secretary of the Board.
Mr. Leung has represented SGVMWD on the San Gabriel Valley Protective Association and the San Gabriel Basin Water Quality Authority Board of Directors. Outside of the Board, Mr. Leung has served on the Executive Advisory Council of the College of Business Administration of California State Polytechnic University, Pomona; member of the President's Circle of Rio Hondo Community College; member of the Board of Directors and the Executive Board of the San Gabriel Valley Economic Partnership; and Chairman of the Board for the El Monte/South El Monte Chamber of Commerce.
Mr. Leung has lived in Alhambra for seventeen years. He holds an MBA in management and a BS degree in Civil Engineering. He has worked as an engineer for the City of Los Angeles Building Department and for CalTrans. He is currently CEO of The Titan Group Inc., a real estate development company. Mr. Leung also holds a California Professional Civil Engineer's Certificate, a California Real Estate Broker's License, and a General Contractor's License. He is also a member of the American Water Works Association. |

Division III:
Thomas Wong
Thomas Wong represents Division III, the City of Monterey Park. He was elected to the Board in November 2012.
A life-long resident of Monterey Park, Thomas is active in the community. As a member of the Monterey Park Environmental Commission, he has been an advocate for community engagement and worked to help families and businesses save money and live healthier and more sustainably. He has worked tirelessly to highlight and address local environmental and quality of life issues.
Thomas also serves on the Board of Directors of the Monterey Park Chamber of Commerce, was previously a member of the Monterey Park Community Relations Commission, and is active in other local clubs and organizations.
Thomas received his BA in Economics from UCLA and is completing his Master of Public Administration degree at USC. . |

Division IV:
Thomas A. Love, P.E
Tom has lived in Sierra Madre since 1997 with his wife, Moira and their four sons.
Tom is the General Manager/Chief Executive Officer at the Inland Empire Utilities Agency (IEUA), a municipal water district serving 850,000 people in the western portion of San Bernardino County. IEUA provides regional sewage treatment services, distributes imported water and recycled water supplies, and provides other utility services for the Chino Basin Region. Mr. Love has nearly thirty years experience in public agency, water resources and engineering management
Tom holds a B.S. in Civil Engineering and Postgraduate Studies in Statistics from Utah State University. He is a professional civil engineer, a member of American Water Works Association, American Society of Civil Engineers, WateReuse and Association of California Water Agencies.
Mr. Love is also involved in the local community serving on the Methodist Hospital Foundation Board, Consultative School Board and Past President Sierra Madre Little League.

Division V:
Raul Romero
Raul Romero represents Division V, the City of Azusa. He was elected in November 2010 and began serving on the Board of Directors in January 2011. Mr. Romero has a keen interest in water issues and is eager to engage the community on this important resource.
Mr. Romero has worked as a Union Representative/Organizer for more than twenty five years for four different unions: Service Employees International Union, American Federation of Government Employees, United Auto Workers and United Domestic Workers of America. He also served in the First Infantry Division in Vietnam from 1967-1968.
A long time resident of Azusa, Mr. Romero is active in many civic and community organizations throughout the San Gabriel Valley and the State of California. He is currently board member of the San Gabriel Valley Civic Alliance, State Vice President for the Labor Council for Latin American Advancement, delegate of the Los Angeles County Federation of Labor AFL-CIO, member of the California Congress of Seniors, regional organizer for the American Association of Retired People, member of the California Alliance of Retired Americans and member of multiple Democratic Party clubs in the San Gabriel Valley. Mr. Romero is a former board member of both Nosotros and Hispanic Americans for Fairness in the Media.
Mr. Romero has been married to his wife, Rachel Romero, for more than forty years and they have three children and six grandchildren. |
